US Chargé D’affaires Praises ‘Excellent’ Relationship with T&T…

THE chargé d’affaires of the American embassy in Trinidad Shante Moore now knows how to handle doubles but is in love with pastelles since arriving to take up his new post in Trinidad and Tobago just in time for the Christmas season last year.

He has never experienced T&T Carnival, but loves the people. Moore admits that the US doesn’t see eye-to-eye with T&T on Venezuela but talks about an “excellent bilateral” relationship.

In this wide ranging interview with AZPNews.com Editor-in-Chief Prior Beharry, Moore openly discusses Black Lives Matter (BLM) and more.

 

THE chargé d’affaires is the official representative of the United States Government in T&T in the absence of an ambassador.

The last one Joseph Mondello, a Republican appointee, has now left the shores of this twin-island republic after the Democrats claimed victory with Joe Biden and Kamala Harris in last year’s presidential elections.

A new ambassador could be months, even years, away as he has to be nominated by the US president and then confirmed by the Senate.

So in the meantime, Moore is the man in charge of US diplomatic matters in T&T.

He arrived in T&T in November having previously served in Barbados. But his career has seen him working in Kuwait, Qatar, Kosovo, Nicaragua and Afghanistan.

Moore has had both bake (fried round and flattened dough) and shark and doubles (usually a breakfast meal of curried chick peas in a fried flour sandwich that is flavoured with a myriad of chutneys and condiments), but loves pastelles – a traditional Christmas T&T dish of minced meat stewed with capers, olives, raisins and prunes, wrapped in cornmeal, then placed in banana or plantain leaves and boiled.

He said, “The first time I had doubles, I didn’t know how to handle it, it was falling apart so my son laughed at me but it was delicious.” Doubles is usually eaten on the spot holding it in hand.

“My favourite meal so far has been the pastelles because I arrived right before for the holidays. I ate a lot of pastelles so much so that I am on what they call in T&T the Carnival exercise plan. I go to the (Queen’s Park) Savannah three or four times a week like other Trinbagonians to keep my weight down. Even though we not having Carnival.”

Moore has experienced Crop Over, but knows it’s nothing like T&T Carnival.

He said there are a lot of similarities between Barbadians and Trinidadians. “I consider them regal people, well educated, professional people, gentile, hospitable, if you need help they will stop and help you, so I appreciate that about both countries.”

Drug interdiction

Regarding the illegal drug trade, Moore said, “The US and T&T have an excellent bilateral relationship particularly in the area of interdictions, making sustained efforts to deal with narcotics trafficking.

“I Can’t get into details on the operations but we work quite well in that area and we are in constant contact with the T&T government, with T&T Police Service and the T&T Defence Force on how we can cooperate well in that area.”

Venezuela

Moore said the overriding goal of the US regarding Venezuela was to support a peaceful democratic transition through presidential and parliamentary elections and to help the Venezuelan people restore their lives and rebuild their country.

He said, “We obviously don’t see eye-to-eye with the T&T government on who caused the crisis but we understand that T&T has significant security concerns and we want to help T&T in the area of humanitarian assistance which is one of the critical objectives for the Biden administration.

“We have provided over US$11 million in assistance to T&T and we want to continue helping however we can to deal with the humanitarian crisis.”

Moore praised T&T for its humanitarian efforts regarding Venezuelan migrants.

He said, “We understand it has registered over 16,000 Venezuelans and not only the government but civil society and the private sector have provided assistance to the Venezuelans who work and reside here so whatever we can do to help, we want to help.”

He said the US has primarily focused on education and health and noted that meetings on this issue with T&T officials have been positive.

Moore said, “Both of us understand that we have mutual interests. We have longstanding excellent bilateral relations and we want to continue to strengthen and enhance those relations in key areas.”

Deportees

He admitted that the US provided no support for the T&T deportees from America, but does work well with T&T in the fight against organised crime and crime in general.

Moore added, “We have different types of assistance, training and sometimes we provide equipment to help in that area because it’s in our mutual interest because we have US citizens here and obviously, the safety, support of our US citizens is our primary job but we also want to make sure that we help T&T because we are partners… we have mutual interests, we have cultural, educational ties, medical tourism.”

Black Lives Matter

Moore noted that racism was a longstanding challenge in the US.

He said, “It’s an issue that our country continues to address but we strive to form a more perfect union according to our constitution.

“President Biden has recently passed executive orders to address the issue of racism, racial inequality, looking at issues pertaining to the police.

“So as a diplomat, as a US Government official I am always cognizant of that so I want to make sure that I reflect the values and the beliefs of the US when I am working in any country so whatever happens in the US whether it’s the Black Lives Matter movement or the January 6 movement, I want to make sure that whatever we do we… convey to T&T that despite our challenges our democracy is resilient our institutions are strong and we continue to work on those issues because we hold ourselves to a high standard as other countries hold us to a high standard.”

Moore said T&T and the Caribbean should expect deeper engagement to discuss areas of mutual interest under the administration of Biden.

He noted that as Vice President of the US in the Obama administration, Biden had visited the region 16 times.

Moore said, “In my discussions with senior Washington officials they are considering opportunities to engage with the Caribbean on an array of issues but also to reiterate and reaffirm that the US considers the Caribbean a key strategic partner, an ally and we want to strengthen that relationship in many different ways.”

He described the American Chamber of Commerce in T&T as an “excellent adviser.”

Moore said, “It helps us to understand the business climate here and it supports and advises US companies that want to do business here.”

He said the US represented about 40% of T&T imports and about 30 % of its export market. “So we want to enhance and sustain this relationship.”

Three areas that Moore will focus on as chargé d’affaires are:

  • To ensure the protection and safety of US citizens and make sure that the embassy helps advance and protect US interests;
  • To ensure, maintain and enhance the bilateral relationship with T&T – not only the government but the people, civil society and the private sector and other entities; and
  • To explain how US assistance and programmes are for the benefit of the T&T people.

Covid-19

Moore said Biden has signed multiple executive orders to strengthen the US’s ability to deal with Covid-19.

He said, “In addition, the US also rejoined the World Health Organization. We are planning to work with the WHO, other member states, to see what we can do to help combat Covid-19 so that not only the US but other countries around the world can take a pragmatic, active and aggressive approach to try to deal with this pandemic so we can get rid of it.”

Moore said T&T is one of the most modern, well-developed countries and a leader in the Caribbean.

He said, “We appreciate our longstanding strategic relationship, the US is here to learn, listen to Trinbagonians and do what we can to support Trinbagonian society, the economy, security, law enforcement.”

Dijo: “La primera vez que tuve dobles, no sabía cómo manejarlo, se estaba desmoronando, así que mi hijo se rió de mí, pero estaba delicioso”. Los dobles generalmente se comen en el lugar sosteniéndolos en la mano.

Moore ha experimentado Crop Over,(término de la cosecha) pero sabe que no se parece en nada al Carnaval de T&T.

Dijo que hay muchas similitudes entre los Barbadenses y los Trinitarios. “Los considero gente regia, bien educada, gente profesional, gentil, hospitalaria, si necesitas ayuda ellos se detendrán y te ayudarán, así que aprecio eso de ambos países”.

Interdicción de drogas

Respecto al tráfico ilegal de drogas, Moore dijo: “Estados Unidos y T&T tienen una excelente relación bilateral, particularmente en el área de interdicciones, haciendo esfuerzos sostenidos para lidiar con el tráfico de estupefacientes.

“No puedo entrar en detalles sobre las operaciones, pero trabajamos bastante bien en esa área y estamos en contacto constante con el gobierno de T&T, con el Servicio de Policía de T&T y la Fuerza de Defensa de T&T sobre cómo podemos cooperar  bien en esa área”.

Venezuela

Moore dijo que el objetivo primordial de los Estados Unidos con respecto a Venezuela era apoyar una transición democrática pacífica a través de elecciones presidenciales y parlamentarias y ayudar al pueblo Venezolano a restaurar sus vidas y reconstruir su país.

Dijo: “Obviamente, no estamos de acuerdo con el gobierno de T&T sobre quién causó la crisis, pero entendemos que T&T tiene preocupaciones de seguridad importantes y queremos ayudar a T&T en el área de asistencia humanitaria, que es una de las más importantes. objetivos críticos para la administración Biden.

“Hemos proporcionado más de US $ 11 millones en asistencia a T&T y queremos seguir ayudando como podamos para hacer frente a la crisis humanitaria”.

Moore elogió a T&T por sus esfuerzos humanitarios con respecto a los migrantes venezolanos.

Deportados

Admitió que Estados Unidos no brindó apoyo a los deportados de T&T de Estados Unidos, pero trabaja bien con T&T en la lucha contra el crimen organizado y el crimen en general.

Moore agregó: “Tenemos diferentes tipos de asistencia, capacitación y, a veces, proporcionamos equipos para ayudar en esa área porque es de interés mutuo porque tenemos ciudadanos Estadounidenses aquí y, obviamente, el apoyo a la seguridad de nuestros ciudadanos Estadounidenses es nuestro trabajo principal, pero también queremos asegurarnos de que ayudamos a T&T porque somos socios … tenemos intereses mutuos, tenemos vínculos culturales, educativos, turismo médico.”

Black Lives Matter

Moore señaló que el racismo era un desafío de larga data en Estados Unidos.

Dijo: “Es un tema que nuestro país sigue abordando, pero nos esforzamos por formar una unión más perfecta de acuerdo con nuestra constitución.

“El presidente Biden ha aprobado recientemente órdenes ejecutivas para abordar el tema del racismo, la desigualdad racial y analizar los asuntos relacionados con la policía.

“Como diplomático como funcionario del gobierno de los EE. UU., Siempre estoy consciente de eso, así que quiero asegurarme de reflejar los valores y las creencias de los EE. UU. Cuando trabajo en cualquier país, así que pase lo que pase en los EE. UU. El movimiento Lives Matter o el movimiento del 6 de Enero, quiero asegurarme de que hagamos lo que hagamos … transmitamos a T&T que, a pesar de nuestros desafíos, nuestra democracia es resistente, nuestras instituciones son fuertes y seguimos trabajando en esos temas porque nos mantenemos en un alto nivel estándar como otros países nos exigen un alto nivel estándar.

Presidente Joe Biden

Moore dijo que T&T y el Caribe deberían esperar un compromiso más profundo para discutir áreas de interés mutuo bajo la administración de Biden.

Señaló que como vicepresidente de Estados Unidos en la administración Obama, Biden ha visitado la región 16 veces.

Moore dijo: “En mis discusiones con altos funcionarios de Washington, ellos están considerando oportunidades para interactuar con el Caribe en una serie de temas, pero también para reiterar y reafirmar que Estados Unidos considera al Caribe como un socio estratégico clave, un aliado y queremos fortalecer esa  relación de muchas formas diferentes.”

Describió a la Cámara de Comercio Estadounidense en T&T como un “excelente asesor.”

Moore dijo: “Nos ayuda a comprender el clima empresarial aquí y su apoyo y asesoramiento a las empresas estadounidenses que quieren hacer negocios aquí”. Dijo que Estados Unidos representaba alrededor del 40% de las importaciones de T&T y alrededor del 30% de su mercado de exportación. “Por eso queremos mejorar y mantener esta relación.”

Tres áreas en las que Moore se enfocará como encargado de negocios son:

  • Garantizar la protección y seguridad de los ciudadanos estadounidenses y asegurarse de que la embajada ayude a promover y proteger los intereses estadounidenses;

Covid-19 

Moore dijo que Biden ha firmado múltiples órdenes ejecutivas para fortalecer la capacidad de Estados Unidos para lidiar con Covid-19.

Estamos planeando trabajar con la OMS y otros estados miembros para ver qué podemos hacer para ayudar a combatir el Covid-19 de modo que no solo los EE. UU. Moore dijo que T&T es uno de los Países más moderno mejor desarrollado y líder en el Caribe.
