Guevarro for Top Cop: Motion for Debate on Friday

WHEN Parliament meets on Friday, Allister Guevarro will be nominated to be the country’s next Police Commissioner.
Wayne Mystar will be nominated to be Deputy Commissioner of Police.
The motion to have both persons appointed to the critical posts in the combat against crime will be moved by Homeland Security Minister Roger Alexander according to the parliament’s order paper for Friday.

Guevarro has served in the Trinidad and Tobago Police Service for more than 20 years.
In 2022, when Trinidad experienced a nationwide outage, Guevarro a senior police officer, currently assigned to the Special Branch was mandated to examine all national security matters associated with and arising from the power outage.
Mystar, Assistant Commissioner of Police heads the South/Central Police Division.
The nominations to have Guevarro and Mystar in top police positions came from the Police Service Commission (PolSC).
The names were submitted to President Christine Kangaloo.

According to the Constitution, the PolSC is to provide a list of persons nominated to the president.
Section 123(4) of the Constitution provides that the president shall issue a notification in respect of each person nominated under subsection (3) and the notification shall be subject to affirmative resolution of the House of Representatives.
On May 9, the president issued a notification in respect of the nomination of Guevarro and also to expedite the approval of the notification.
On June 3, the president issued the notification for the appointment of Mystar.
Erla Harewood-Christipher was the last Police Commissioner to be decided upon by parliament in 2023 and was chosen unanimously by both  the former administration and Prime Minister Kamla Persad-Bissessar when she was Opposition Leader.
Upon Harewood-Christopher’s arrest and subsequent release in January this year, Junior Benjamin has been acting as Commissioner of Police.

The second sitting of the 13th parliament is expected to take place on Friday at 1.30 pm.
Also on the order paper are Prime Minister’s Questions and Urgent Questions.
Two bills are to be introduced: the Children’s Life Fund (Amendment) Bill, 2025 and the Trinidad and Tobago Revenue Authority (Repeal) Bill, 2025 as promised by Persad-Bissessar’s in her first post-Cabinet media briefing.
