TAMPA, FLORIDA — A former high school teacher from Hillsborough County has been sentenced to federal prison for her role in arming a transnational criminal organization based in Trinidad and Tobago.

Shannon Nicole Samlalsingh, 47, of Temple Terrace, was sentenced today by U.S. District Judge William F. Jung to one year and one day in federal prison for conspiracy to make false statements to a firearms dealer. The court also ordered the forfeiture of the firearms purchased during the scheme. Samlalsingh previously pleaded guilty to the charges on June 20, 2025.

According to court documents, Samlalsingh used her clean background to act as a “straw purchaser.” She bought seven firearms, falsely stating on Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) forms that the weapons were for her own personal use. In reality, she handed the weapons over to members of a transnational criminal syndicate, who then smuggled the deadly cargo into Trinidad.

The smuggling ring was dealt a major blow on April 21, 2022, when Trinidadian authorities intercepted a shipment originating from the United States at Piarco International Airport. Customs officials discovered an arsenal of weapons and ammunition ingeniously concealed inside two punching bags.

The seized cache included ~11 9mm pistols, two .38 caliber revolvers, a 12-gauge semi-automatic shotgun, and numerous AR-15 components, including barrels, grips, and high-capacity drum magazines. Authorities also recovered ~470 rounds of AR-15 ammunition and hundreds of rounds of handgun ammunition.

Investigators traced four of the 9mm pistols recovered from the punching bags directly back to Samlalsingh’s fraudulent purchases:

United States Attorney Gregory W. Kehoe announced the sentencing, highlighting the extensive international cooperation required to break the case.

The investigation was spearheaded by Homeland Security Investigations (HSI)—including the HSI AttachĂ© in the Caribbean—and the ATF. Crucial assistance was provided by the Trinidad and Tobago Police Service’s Transnational Organized Crime Unit and Special Investigations Unit.
