Public officers in the Civil Service, Statutory Authorities and the Tobago House of Assembly are set to receive a 10 per cent salary increase following the signing of a new Memorandum of Agreement (MoA) between the Public Services Association (PSA) and the Chief Personnel Officer (CPO).
The agreement was finalised on Tuesday after what the PSA described as a “lengthy and challenging” negotiation process. A portion of the arrears will be paid before December 23 with new salary arrangements starting in January 2026.
In a statement, PSA president Felisha Thomas thanked officers for their “unwavering support, patience and steadfast commitment,” adding that their sacrifice “has not been in vain.”
Under the MoA, officers will receive:
- A 10 per cent salary increase
- Consolidation of Cost of Living Allowance (COLA) for both outstanding periods
- New salary payments beginning January 2026
- Allowances retroactive to January 1, 2014
- An advance on arrears to be paid on or before December 23, 2025
Thomas described the development as a “meaningful” win for public officers and a testament to unity within the membership.
“This marks a significant step forward for all public officers,” she said, noting that the agreement represents not only financial relief but also recognition of workers’ dedication and service to Trinidad and Tobago.
The PSA also thanked Prime Minister Kamla Persad-Bissessar for “making workers a priority,” saying labour issues were kept at the forefront of her administration’s agenda. Appreciation was also extended to Finance Minister Davendranath Tancoo, the CPO and staff of the Personnel Department for their roles in completing the agreement.
