FINANCE Minister Davendranath Tancoo says public servants will receive their October salaries on Monday, despite delays caused by the ongoing realignment of government ministries and departments.

Responding to questions from Diego Martin North/East MP Colm Imbert in the House of Representatives on Friday, Tancoo said the delays stemmed from the large-scale administrative changes that took effect at the start of October.

“The delays relate to the ongoing realignment of government ministries and departments, which took effect at the beginning of October 2025,” Tancoo said.

“The process involves several steps, including the transfer of personnel, budgetary allocations and related administrative systems between ministries. During this transitional period, specific payrolls and accounting processes required additional verification to ensure the accuracy and accountability of fund disbursements.”

He cited the affected stakeholders included ministries and their employees, the Public Management Consultant Division (PMCD) of the Ministry of Public Administration and Artificial Intelligence, the Service Commissions Department, the Treasury Division and commercial banks.

While noting that the realignment covers 25 ministries, Tancoo said several entities have experienced particular challenges processing the October payroll, including the Ministry of Land and Legal Affairs, the Office of the Attorney General, the Ministry of Justice, the Ministry of Education, the Ministry of Tertiary Education and Skills Training, and the Ministry of Sport and Youth Affairs.

“Until employees are under realignment and transferred to their newly assigned ministries, salaries will be paid and funds assigned via the hybrid process of the IHRIS system (Integrated Human Resource Information System) and manual payments,” he said.

“As of today (Friday), most of the issues have been resolved and officers have been paid. The Ministry of Finance, through the Office of the Comptroller of Accounts, is working assiduously with the relevant affected line ministries, agencies and banks to finalise the necessary adjustments and ensure that the remaining affected officers are paid by Monday, November 3, 2025.”

Imbert also asked about late payments in departments, units and enterprises not affected by the realignment. Tancoo said he would provide a formal response if the question is submitted through the appropriate parliamentary procedure.
