PCA: Bodycams Turned Off During Police Shooting of Cuban National

THE body cameras on policemen when a Cuban national was shoot dead by officers in Princes Town last year were turned off.

This was revealed in the preliminary investigation of the Police Complaints Authority (PCA) into a police-involved shooting of Carlos Manuel Olive Cruz, 53, at the Princes Town Promenade on October 2, 2020 by a member of the Trinidad and Tobago Municipal Police Force.

The PCA has forwarded its findings to the Office of the Director of Public Prosecutions (DPP) for further action in accordance with the principles of due process, a release stated on Friday.

The release stated, ā€œDuring the course of the PCA’s preliminary investigation, information gathered also revealed that the Municipal Police officers involved were outfitted with body worn cameras, which were operational at the time, but which were not activated.ā€

It stated, ā€œThe PCA’s investigations and recommendations should provide assurance to both the public and police that deaths or serious injuries that happen during or following police contact would be handled in a fair and transparent manner.ā€

Police had claimed that Cruz attacked an officer with a chain.

Las cƔmaras corporales de los policƭas cuando un ciudadano nativo Cubano fue asesinado a tiros por oficiales en Princes Town el aƱo pasado estaban apagadas.

Esto fue revelado en la investigación preliminar de la Autoridad de Quejas de la Policía (PCA) sobre el tiroteo de Carlos Manuel Olive Cruz, de 53 años, en el cual esta  involucrado la policía, en el Paseo de Princes Town el 2 de octubre de 2020 por un miembro de la Policía Municipal de Trinidad y Tobago. .

La PCA ha enviado sus hallazgos a la Oficina del Director de Procesamiento PĆŗblico (DPP) para que se tomen medidas adicionales de acuerdo con los principios del debido proceso, segĆŗn un comunicado el viernes.

El comunicado decĆ­a: “Durante el curso de la investigación preliminar de la PCA, la información recopilada tambiĆ©n reveló que los agentes de la PolicĆ­a Municipal involucrados estaban equipados con cĆ”maras corporales, que estaban operativas en ese momento, pero que no estaban activadas”.

Declaró: “Las investigaciones y recomendaciones de la PCA deben brindar garantĆ­as tanto al pĆŗblico como a la policĆ­a de que las muertes o lesiones graves que ocurran durante o despuĆ©s del contacto con la policĆ­a se manejarĆ”n de manera justa y transparente”.

La policĆ­a habĆ­a afirmado que Cruz atacaba a un oficial con una cadena.
