Kamla Calls for Investigation into Kawalsingh Purchasing AG’s Porsche

OPPOSITION Leader Kamla Persad-Bissessar has written to acting Police Commission McDonald Jacob asking him to investigate the purported sale of a motor vehicle from Attorney General Faris Al-Rawi to attorney Roger Kawalsingh.

In the letter dated October 1, Kamla calls for an investigation into Attorney General Faris Al Rawi for breaching the Motor Vehicles and Road Traffic Act Chap 48:50.

In a release, Persad-Bissessar said, “If the allegations surrounding this matter are true it would mean the Attorney General, the legal advisor to the Government is guilty of misconduct.”

The letter is also copied to the Director of Public Prosecutions. The opposition leader is calling for a criminal investigation.

She is calling on the police to investigate the alleged failure by Al-Rawi to transfer the brown Porsche Cayenne (PCY 84) to Kawalsingh and the failure to notify the transport commissioner of the change in ownership contrary to Section 19 of the Motor Vehicles and Road Traffic Act Chap 48:50.

Persad-Bissessar said the records of the Licensing Authority showed that the vehicle was still registered to Al-Rawi of 4 Ruth Avenue Les Efforts, West, San Fernando.

She said under the Motor Vehicles and Road Traffic Act, both the vendor and the purchaser were jointly responsible to ensure the lawful transfer of the vehicle.

Persad-Bissessar said that Al-Rawi has admitted to the sale of the vehicle to Kawalsingh in 2016.

She referred to an article in the Express newspapers where a cheque was shown purporting to be the one used to purchase the vehicle.

Persad-Bissessar said there has been no objection or correction to the article. But she noted that the cheque did not bear any endorsement or markings to show that it was encashed.

She also called on the acting police commissioner to investigate how Kawalsingh got insurance for the vehicle for the past five years.

Persad-Bissessar said, “A certified copy of ownership is a standard requirement in the insurance industry for effecting insurance.”

She called on Jacob to swiftly secure a file and the relevant records to ensure there is not any miscarriage of justice.

Kawalsingh resigned last Monday as a member of the Police Service Commission. He was the penultimate member to do so as chairman Bliss Seepersad was the last member to resign on Thursday.

The commission remains inquorate and a number of law suits has made the appointment of a police commission impossible since the three-year contract of Gary Griffith ended on August 17.
